Union Pacific Modernizes Locomotive Fleet with Advanced Controls

Freight rail operations and heavy-haul transportation depend on reliable, fuel-efficient locomotives to maintain service levels and control operating costs across large networks. In this context, Union Pacific has signed a long-term modernization agreement with Wabtec valued at USD 1.2 billion to upgrade its AC4400 locomotive fleet.
The agreement, signed in the fourth quarter of 2025, represents the largest single locomotive modernization program undertaken in the rail industry to date. It builds on an earlier modernization order placed in 2022, which is scheduled for completion in 2026.
Extending asset life and improving performance
The modernization program is designed to extend the useful life of the locomotives while improving operational consistency across the fleet. According to performance estimates, the upgraded units are expected to deliver more than 5 percent fuel consumption reduction, a 14 percent increase in tractive effort, and an improvement in reliability of up to 80 percent compared with pre-modernization performance.
Standardizing the fleet around updated propulsion and control systems also enables Union Pacific to integrate next-generation diagnostics and monitoring technologies, supporting predictive maintenance and more efficient asset management.
Integrated propulsion, control, and digital systems
Each modernized locomotive will be equipped with a package of hardware and digital upgrades. These include an upgraded diesel engine configuration designed to improve fuel efficiency, advanced distributed power control technology to support the operation of longer trains, and a modular control architecture that enables expanded data access, diagnostics, and software functionality.
The modular control approach is intended to future-proof the locomotives by allowing software-driven enhancements and analytics capabilities to be introduced over time without extensive hardware changes.
Production and fleet impact
Modernization work will be carried out at Wabtec’s manufacturing facilities in the United States, with deliveries scheduled to begin in 2027. Once all current modernization programs are completed, Union Pacific’s fleet is expected to include more than 1,700 upgraded locomotives.
By investing in large-scale modernization rather than fleet replacement, the program addresses fuel efficiency, reliability, and lifecycle cost objectives while maintaining continuity across Union Pacific’s existing locomotive assets.
